The long-running operation of §17: poll until done, then read exactly one of response / error. :cancel asks a running one to stop.
Get operation
Reads one long-running operation (§17). Poll it until done is true, then read exactly one of response / error; metadata reports progress while it runs.
There is no List and no Create: an Operation is minted by the call that starts the work — the name comes back in that call's 202 — and a log of every operation a website ever had would be a different resource than this one.

Cancel (operations)
Asks a running operation to stop. It is a request, not a guarantee: work already committed stays committed, and the operation reaches done with CANCELLED only if it noticed in time. Cancelling one that has already finished is FAILED_PRECONDITION.
